Assistant Director - It Applications (Enterprise Data Officer)

DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS


 


The Enterprise Data Officer is responsible for identifying high value enterprise data projects that serve to organize and educate the data community within company employees and constituents.  EDO is a member of the executive management team and manager of enterprise-wide data warehouse and data analytics practice.


 


The EDO is responsible for leading the design and support of enterprise wide business intelligence applications and architecture. Works with enterprise wide business and IT senior management to understand and prioritize data and information requirements. Solves complex technical problems. Optimizes the performance of enterprise business intelligence tools by defining data to filter and index that add value to the user.


 


Designs and coordinates a curriculum for coaching and training customers in the use of business intelligence tools to enhance business decision-making capability. Develops standards, policies and procedures for the form, structure and attributes of the business intelligence tools and systems. Develops data/information quality metrics. Researches new technology and develops business cases to support enterprise wide business intelligence solutions.


 


Develop and roll out an execution strategy utilizing an enterprise governance framework, with a focus on improvement of data quality and the protection of sensitive data through modifications to organization behavior policies and standards, principles, governance metrics, processes, related tools and data architecture. Ensure data classification standards are applied consistent to data protection controls based on data sensitivity and risk.


 


Define user access controls, security requirements, and business use cases to ensure access is approved by appropriate management, in line with job responsibilities and monitored for unauthorized use.


 


Define roles and responsibilities related to data governance and ensure clear accountability for stewardship of the company's principal information assets.


 


WORKING CONDITIONS


This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Ability to pass and maintain federal security clearances.


 


Required Qualifications :

MINIMUM REQUIREMENTS


 


EDUCATIONAL REQUIREMENT


Requires a Bachelor's degree in Computer Science, Management and Information Systems (MIS) or a closely related field. Strong understanding of the department's core business functions and business strategy.


 


EXPERIENCE REQUIREMENT


 


At least ten (10) years of experience in supporting applications for a department or enterprise IT environment that three (3) years managing a technology team.


 


Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required.


 


PREFERENCES


Preference Will Be Given To Applicants That Posses


·         Proven experience as an EDO, CDO, or high-level business intelligence leader


·         Has capabilities to be a connector, organizer and educator within the user community and outside entities


·         Expertise in data governance, data classifications, and data loss prevention


·         Experience defining data loss prevention standards and procedures


·         Experience with Internet of Things (IOT) and Big Data initiatives


·         Demonstrable competency in strategic planning


·         Working knowledge of data analysis and performance/operation metrics


·         Outstanding organizational and leadership abilities


·         Aptitude in decision-making and problem-solving
